If a problem doesn't happen in safe mode, this means that default settings and basic device drivers aren't causing the issue. Type the following command that sets the boot sequence to always pop up the Startup Settings Menu before the actual boot takes place. Safe mode starts Windows in a basic state, using a limited set of files and drivers. Open up an elevated command prompt window (Run as Administrator), Under the Advanced startup section, click Restart now to reboot into Advanced Startup.
